What are the descriptive words under the links in google search called?
In other words, if I search for “local fast food restaurants” in google search, and the first listing I see is “Wendy’s Value Menu” (the link) and beneath that is the description, “chicken sandwich, all-white meat chicken” etc. what is that called?

That’s called the description (as you said). There isn’t really any other technical names for it.
